Why a permission post?
Primo is a wizard, he belongs to a plane of existence away from the "normal world", from there he can observe an infinite amount of worlds and due his past experience in a "world between worlds" aka a rp game, he has had a special interest in observing those worlds even if they don't affect him directly. Because of this he has a great knowledge about many different worlds and their characters, this knowledge isn't omni-conscious though, it's not as if he will know every little detail of all worlds. I also don't plan on having him know every canon out there, but he will know a lot, enough to warrant a permission post.
What permission is there to grant?
Basically here is where you can tell me if it's fine if Primo knows your character's world / can demonstrate knowledge about it. Primo doesn't really make an habit of bragging about his knowledge about other worlds so it's perfectly possible for him to know a character and their world yet say nothing about it, however, unless stated by the player that they don't want that to happen, there may be a time in which he would reveal said knowledge. You can also indicate here how much is okay for Primo to mention about knowing in the case that you're fine with him knowing the world but don't want him to go mentioning or even hinting some events that are in your character's future or something.
IMPORTANT
This isn't a full 4th wall breaking thing. Primo will never state that someone is a fictional character or anything similar, not even if they are so even in their canon. For him all the worlds are as real as the one he comes from, so there won't be any "Oh, I read a book about you!" or anything similar.
